Recently, the “Implementation Plan for Nanning City to Further Develop the Pilot City for the Comprehensive Reform of the National Elderly-care Service Industry” (hereinafter referred to as the “Plan”) was issued. Nanning will give full play to its regional advantages and unique resource advantages, complete the tasks of the pilot project for the comprehensive reform of the national elderly-care service industry with high quality, and build the city into a pilot city for comprehensive reform of national elderly-care service with rational layout, complete functions, standardized management and outstanding characteristics, and a regional international elderly health care resort.
The "Plan" clearly clarifies that the goals of Nanning City’s further building a pilot city for comprehensive reform of the national elderly-care service industry are to complete the tasks of the pilot project by 2020; to create a regional international elderly health care resort that has taken into shape by 2021 by building 3 cluster areas for elderly health care service and 3 health preservation and elderly-care towns, introducing more than 3 China’s top 500 enterprises into elderly-care service industry, attracting social capital investment of over 10 billion yuan in the elderly-care service project, and completing no less than 6 elderly-care industrial projects with an investment of more than 100 million yuan; to build a multi-level elderly-care security system with rational layout, complete functions, standardized management and outstanding characteristics which not only targets mid-to-high end market but also covers grassroots market at mid-low end by 2025. By then, the attractiveness and influence of the elderly-care service industry will be improved, and it will achieve integrated development with related industries, so that Nanning will become a regional international elderly health care resort.
In terms of improving the standardization of elderly-care service, Nanning will speed up the construction of elderly-care service facilities in new and old residential areas in urban area, and build community-based elderly-care service quarters in the new residential areas in accordance with the standards. The elderly service quarters must be planned, constructed, accepted and delivered at the same time with the residential buildings. Focusing on home-based elderly care, community-based elderly care, institution-based elderly care and the combination of medical treatment and endowment, the city will further establish and improve the standard system covering the general foundation of elderly-care service and the construction of elderly-care institutions, and carry out standardized pilot project and promotion.
